The most effective messaging was around how these were starter products for youth. There was a lot of focus on the role played by flavored tobacco in getting youth to start smoking. Tobacco Free Coalition, Project E-NUFF, as well as other proponents of the proposed ordinance framed their key messages and talking points as a social justice issue in which youth and African Americans are disproportionately impacted by mentholated and other flavored tobacco products (Figure 1)
